Cell Phone Usage at JBHS for the 25-26 School Year
August 19, 2025
Dear Barlow Parents and Students,
As we welcome students back for the 2025–2026 school year, and as outlined in Dr. McKinnon's welcome back message, we want to share an important update on the use of cell phones at Joel Barlow High School.
We recognize that cell phones and wearable technology are a part of daily life and provide convenience for communication. However, in the school setting, these devices can be a constant source of distraction, limit engagement in learning, and contribute to unhealthy social media use.
This summer, district administrators reviewed our policy alongside those of neighboring districts. We also considered the 2023 U.S. Surgeon General’s Advisory on Social Media and Youth Mental Health, which warns of the connection between excessive, unrestricted social media use and rising mental health challenges in youth, as well as research on its impact on brain development.
Starting this school year:
Students may bring cell phones and wearable devices to school.
Devices must be turned off or on silent and kept out of sight during class, advisory, academic centers, and in the library.
Students asking to visit the restrooms will not be allowed to take their cell phones.
Cell phone use will be allowed in non-instructional spaces (cafeteria during lunch and study hall, auditorium during lunch, before/after school, during community minutes).
We will further discuss these changes and expectations with students during their advisory periods at the start of the school year. This change is designed to help students fully engage in class, minimize distractions, and support their mental well-being.
We understand this may be an adjustment for families used to connecting with their students during the day. In case of emergencies, the main office will continue to be the primary point of contact for reaching students during school hours.
We believe these changes will lead to a more focused, healthy, and productive learning environment. Thank you for your partnership in supporting our students’ success.
Respectfully,

Mario J. Almeida, Ed.D.
Assistant Superintendent/Head of School
